Charity and Financial Assistance Policy – Screening for Life and (CHAP) Community Healthcare Access Program
Screening for Life and Community Healthcare Access Program (CHAP) assists uninsured Delaware residents who meet specific financial requirements to obtain preventive healthcare, as well as medical services at an affordable cost. The discounts are based on a resident's income and ability to pay. The Delaware Health Care Commission administers the program with funding support from the Delaware Tobacco Settlement Funds.
Beebe’s CHAP bilingual coordinators screen patient's for eligibility and then enroll the patient in any one of a number of medical assistance programs, including discounted services offered by Beebe Healthcare. CHAP's normal process is to screen everyone for Medicaid and other state and private programs. Beebe CHAP coordinators have numerous resources for eligible patients that may be available to assist you. Affordable physician services are available through the Voluntary Initiative Program (VIP) that can be accessed through Screening for Life and CHAP. This program, made up of a network of private physicians, was created by the Medical Society of Delaware and is administered by the Delaware Foundation for Medical Services.
When you enroll in this program, Community Healthcare Access Program (CHAP), may enable you to receive health care at a reduced cost or you may even receive free services from participating doctors, clinics, hospitals, etc. There is no cost to enroll in this program.
If you are someone who:
- cannot afford to pay costly medical bills
- does not have health insurance through an employer
- has been denied Medicaid coverage
- is self-employed
