Beebe Welcomes New Clinicians to Both Hospital and Community-Based Practices
Beebe Healthcare is pleased to announce the addition of two new advanced practice clinicians to its team. Noor Al-Rashid, PA-C, is a critical care physician assistant in Beebe’s intensive care unit (ICU), and Joseph Mitchell, MS, APRN, FNP-C, is a family nurse practitioner who practices in the community, as part of Beebe Medical Group.
Al-Rashid is responsible for admitting new patients during the overnight hours while also providing comprehensive care for all critically ill patients on the hospital’s intensive care unit. This includes monitoring patient progress, managing medical interventions, and adjusting treatment as necessary. She also performs invasive procedures such as intubation, arterial lines, and central line placement.

Prior to joining Beebe, Al-Rashid served as a physician assistant at the University of Maryland Baltimore Washington Medical Center. At the height of the COVID pandemic, she completed an Advanced Practice Provider Critical Care Fellowship at the Mayo Clinic in Jacksonville, Florida.
Earlier in her career, Al-Rashid worked at the American Chamber of Commerce in Shanghai, China. She later ventured into entrepreneurship and launched her own business, overseeing manufacturing and supply chain logistics, quality control, warehousing, shipping and distribution, customer service, and marketing efforts for her company’s flagship fashion brand.
As a family nurse practitioner, Mitchell works to build trusting, collaborative relationships with his patients, to guide each toward achievement of their health goals. He aims to empower people, through comprehensive care and knowledge, to avoid preventable diseases, address acute health concerns, and manage chronic health issues. Mitchell sees patients of all ages.
“I am grateful for the opportunity to treat a diverse population of patients, representing various cultural and social backgrounds,” said Mitchell. “I have called Sussex County ‘home’ for the majority of my life and am proud to be part of Beebe, so I can take care of my family members, friends, and neighbors.”
Mitchell earned a Master of Science in Nursing from Georgetown University and a Bachelor of Science in Nursing from Salisbury University. He is certified by the American Academy of Nurse Practitioners and was named a Top Nurse by Delaware Today in 2021.
Prior to joining Beebe, Mitchell worked for Westside Family Healthcare in Dover, where he served as a family nurse practitioner, treating acute and chronic medical issues in the outpatient setting. Earlier in his career, he worked as a critical care nurse at the University of Maryland Medical Center.
